I've followed all the steps in the "How to deploy a Rails app with FastCGI" Tutorial http://www.hostingrails.com/forums/wiki_thread/1) multiple times and I can't figure this one out.
The only outcome seems to be that instead of rendering an index file it renders the dispatch.fcgi file.

Hey man - I know how frustrating stuff like this can be. To fix this problem you need to comment out the AddHandler fastcgi-script .fcgi line in your .htaccess - as noted here. Sorry for the trouble.
