I've verified your account and couldn't find dedicated memory to run mongrel added to your account. You atleast need 50MB of dedicated memory to run an instance of mongrel. You can pay for it from your account center and well assign the port for you.

Could you elaborate a little more ?
If this for restarting your fastcgi instances you just need to kill them running the command below and access themj using a browser.
pkill -9 dispatch.fcgi
