Where do I look next. Is my application somehow laoding down your servers?

I am running RadiantCMS. Logging into the cPanel is somewhat painful and mostly times out at https://208.101.22.167:2083/. The server status indicates 4 cpus and was red. Logs show no errors and when I am able to connect, the site is working fine.
Where do I look next. Is my application somehow laoding down your servers?

Hi there - your server has suffered a few heavy spam attacks recently. I don't believe your account specifically has been flagged but we are working on keeping the server loads low. Please email us at support if the problem persists and we will work out a solution for you.

I am still having issues. This is the second time I tried to demo to my client and it did not work. Not good. I noticed that hostingrails.com comes up right away, what is the difference?
