I have just begun a new HostingRails account, and when trying to set up my rails app, I notice my htaccess file is empty. I cannot run rails_2.0.2_testapp to build a new htaccess (as suggested in the tutorial)

In Rails 2.1.0 the .htaccess file will not be placed inside the public folder. You can find an example for .htaccess from the README file inside the Rails application.
